New Lower Hutt Mayor Fauono Ken Laban Sets Agenda for Change

Lower Hutt has welcomed its new mayor, Fauono Ken Laban, marking a significant moment in New Zealand’s political landscape as he becomes the country’s first Pasifika mayor. Laban officially assumed office during a vibrant inaugural ceremony on November 15, 2023, which showcased Pacific cultural performances and included the swearing-in of councillors and community board members for the upcoming three-year term.

The celebrations highlighted Laban’s deep connection to the community, with the presentation of a korowai—a traditional Māori cloak—by Kyla Mere Pasene and Te Raukura Leafe, both players from the Wainuiomata rugby league team, which Laban coaches. The korowai previously belonged to the late Bubby Turner, a notable figure linked to local cultural heritage.

Laban’s leadership comes at a time when Lower Hutt is recognized as one of New Zealand’s most ethnically diverse councils. He emphasized the importance of this diversity, stating, “It’s a reflection of the future of our country,” and expressing pride in Lower Hutt setting a benchmark for others to follow.

Budget Review and Community Partnerships

A key focus for Laban’s administration will be a thorough review of council spending, which he pledged to undertake within his first 100 days in office. Campaigning on a platform of fiscal responsibility, he aims to conduct a “line-by-line” assessment of the council’s budget, addressing concerns about rates reduction and the cost of living that resonated with voters during the election.

“We will develop partnerships with citizens, mana whenua, community organisations, government, and the private sector to assess priorities and develop cost-effective policies and plans,” Laban stated. His vision includes fostering collaboration to ensure that the council’s financial strategies reflect the community’s needs and aspirations.

Laban, a former regional councillor, described the transition to mayor as “surreal,” acknowledging the increased responsibilities that come with leading the council and representing the city.

New Council Leadership and Upcoming Meetings

In terms of council leadership, Laban has appointed Keri Brown, a fellow councillor from Wainuiomata, to serve as his deputy. Former council chief executive Tony Stallinger will head the policy and performance committee, while Simon Edwards will chair the same committee. Andy Mitchell will lead the new communities, climate, and resilience committee.

Despite finishing second in the mayoral race, Brady Dyer has been appointed chairperson for the district licensing committee and the district plan subcommittee, as the council embarks on a ten-year review of its district plan. Laban will also chair the strategy, long-term, and annual plan subcommittee, with Glenda Barratt heading the age and accessibility subcommittee.

The council’s first meeting under Laban’s leadership is scheduled for November 20, 2023, followed by another meeting on December 16, 2023, before the council breaks for the summer. As Laban steps into his role, he is poised to implement changes that could shape the future of Lower Hutt’s governance and community engagement.
