Expert Panel Appointed to Lead Hearings for Plan Change 120
Auckland Council, in collaboration with the Government of New Zealand, has appointed a specialized independent hearings panel to oversee the submissions related to the proposed Plan Change 120. This panel comprises nine experts with diverse backgrounds in planning, law, natural hazards, and cultural values, ensuring a comprehensive evaluation of public input.
Wayne Brown, the Mayor of Auckland, expressed his approval of the panel’s composition, emphasizing the significance of their expertise. “I’m pleased with the calibre of individuals here. They will be shepherding the public submissions on what will be some of the biggest decisions made this term,” Brown stated. He underscored the importance of having knowledgeable professionals guide the process.
The independent hearings panel will meticulously examine all submissions regarding Plan Change 120. Each submission will receive careful consideration, and the panel will analyze the evidence presented to recommend any necessary amendments. Those who submit feedback are not required to attend the hearings; however, they are welcome to present their views directly to the panel if they choose to do so.
Upon the conclusion of the hearings, the panel will provide recommendations to the Auckland Council regarding potential modifications based on the submissions received. This process aligns with the requirements outlined in the Resource Management Act, which mandates a hearings procedure for changes to the Auckland Unitary Plan.
Meet the Expert Panel
The independent hearings panel is chaired by Sarah Shaw, a barrister with over 25 years of experience in environmental law, particularly in areas relating to district plan preparation. Under her leadership, the panel will navigate the complexities of the submissions and facilitate a fair hearing process.
The remaining panel members bring a wealth of experience in various fields:
– **Karyn Sinclair**: A planner with over 35 years of experience, specializing in transport infrastructure and environmental planning.
– **Dr. Lee Beattie**: An urban planner and designer with 30 years of expertise in urban planning and environmental issues.
– **Karyn Kurzeja**: A planner with over 25 years of experience, focusing on urban and statutory planning as well as large-scale residential projects.
– **Jack Turner**: A civil engineer with over 20 years of specialization in natural hazards and stormwater management.
– **Vicki Morrison-Shaw**: An environmental barrister and accredited hearings commissioner with over 20 years of experience, emphasizing Māori law and cultural values.
– **Matthew Prasad**: A professional with over 20 years in urban design and strategy, contributing to community and infrastructure development.
– **Dr. Stuart Donovan**: An economist experienced in urban economics and land use policy, with a focus on transport planning.
– **Malcolm McCracken**: A transport and urban planner with deep knowledge in policy development and land-use integration.
Members of the panel were appointed by both the Auckland Council and the New Zealand Government. The appointments reflect a collaborative effort to ensure a balanced and informed approach to the proposed changes.
