Ashburton Man Faces Three-Year Ban from Horse Ownership

A man from Ashburton has received a three-year ban from owning horses following a neglect case involving twelve animals found in poor condition. Barry Alexander Hill, 55, was sentenced on multiple charges under the Animal Welfare Act in the Ashburton District Court. Along with the ban, he has been ordered to complete 300 hours of community work and pay $5,314.80 in reparations to the Ministry for Primary Industries (MPI) for veterinary costs.
The court ruling came after inspections revealed that Hill’s horses were significantly underfed and lacked adequate living conditions. MPI district manager for animal welfare and NAIT compliance in Canterbury, Richard Notley, noted that inspectors had visited Hill’s property numerous times, attempting to encourage him to take responsibility for the animals.
“Animal welfare inspectors visited this property numerous times and tried to get Mr Hill to take responsibility for his horses. He was directed to euthanise two horses to end their pain and suffering,” Notley stated. The repeated visits underscore the ongoing concern for animal welfare in this case and highlight the importance of adhering to legal standards regarding animal care.
The court’s decision aims to ensure that such neglect does not occur in the future, not only protecting the animals involved but also sending a clear message about the responsibilities of pet ownership. The substantial reparations ordered reflect the seriousness of the neglect and the costs incurred in addressing the animals’ needs.
Animal welfare organizations continue to advocate for stricter enforcement of regulations to prevent similar situations from arising. This case serves as a critical reminder of the obligations pet owners carry and the repercussions of failing to meet them.
