This advisory is part of a broader initiative known as Protecting Our Crowded Places from Attack, which marks New Zealand’s inaugural national strategy aimed at preventing and managing mass-casualty events. This strategy was developed in response to previous tragedies, notably the Christchurch mosque killings in March 2019, which highlighted vulnerabilities in public safety during large gatherings.
