Construction Advances on Major Tara-Ika Development Near Levin
The Tara-Ika development near Levin is moving closer to construction as essential infrastructure work progresses. Located east of Levin, this expansive 420-hectare subdivision is projected to include approximately 3,500 houses upon completion, representing a significant expansion for the region. The development coincides with the upcoming Ōtaki to North of Levin expressway, expected to open in 2029, and a transformative project aimed at revitalizing the town centre.
As part of the development’s preparations, significant infrastructure upgrades have been initiated. The Horowhenua District Council is actively involved in facilitating the District Plan Change and is ensuring that essential services are in place. Blair Spencer, the council’s general manager for housing and business development, highlighted that 2.4 km of new wastewater mains have been installed along Queen St East to service the northern section of Tara-Ika. Additionally, 3.8 km of new and upgraded wastewater mains have been completed on Tararua Rd and Cambridge St.
The project also includes the construction of a wetland and pond on Queen St East to manage stormwater effectively. Drinking water will be supplied through existing lines from the Levin water treatment plant located on Gladstone Rd. Spencer noted, “This work has provided the necessary infrastructure for construction to begin, and the council has issued subdivision consent for the first stage of development.”
Preparations are underway for the initial construction phase, with plans for 60 residential lots. A developer has been active in the past six months, working on civil infrastructure, including utilities and a new access road into the site. The council anticipates receiving certification applications for stage 1A and B of the Tara-Ika development in early 2024. Once the applications are assessed and certified, titles can be applied for through Toitū Te Whenua – Land Information New Zealand, paving the way for construction to commence.
Originally, the first sod was turned on this ambitious project in late 2020. The development is expected to significantly increase Levin’s population and includes plans for schools, parks, and a commercial area. A vital infrastructure improvement was completed in December with the construction of a new roundabout at the intersection of State Highway 57 and Tararua Rd. This enhancement aims to create a safer intersection and support the anticipated growth in the area.
The Tara-Ika project not only promises to reshape Levin’s landscape but also reflects broader trends in urban development across New Zealand, emphasizing the importance of infrastructure in supporting population growth and community needs.
