Kaipara District Council Evaluates Black Swamp Submissions
Submissions regarding a proposed subdivision on Black Swamp Road are currently under review by the Kaipara District Council. This evaluation precedes a hearing expected to take place in mid-February 2024. The council has received nearly 90 submissions concerning Plan Change 85, which aims to rezone approximately 95 hectares of rural land adjacent to the Mangawhai estuary into a combination of residential and commercial properties.
The submissions included close to 290 individual comments, with a substantial majority expressing opposition to the proposed plan. Key concerns raised by the community focus on potential environmental and ecological impacts, the risk of urban sprawl, and inadequacies in local infrastructure to support the anticipated development. Additionally, there are apprehensions regarding flood risks associated with constructing in a low-lying area near the estuary. Many submissions also highlighted resistance to establishing a new commercial hub in the Mangawhai region.
Next Steps in the Evaluation Process
A spokesperson for the Kaipara District Council stated that a hearings report will be compiled to assess the application, expert opinions, and all submitted comments. All individuals who submitted feedback will be informed of the hearing date at least 10 working days prior to the event. Those who indicated a desire to present their views will be given the opportunity to do so during the hearing.
The proposed development, promoted by Cabra Mangawhai and Pro Land Matters Company, envisions approximately 600 residential sites, each averaging over 500 square metres, alongside a neighbourhood centre and walkways. If approved, this project could significantly alter the landscape and infrastructure of the area, eliciting further discussions on its implications for the community and environment.
As this process unfolds, the council’s commitment to considering public feedback will play a critical role in determining the future of the Black Swamp area. The outcome of the hearing could pave the way for substantial changes in the local development landscape.
