A delegation from Qatar attended the Oracle AI Conference 2025, held in the United States, as part of the ongoing efforts to implement the Unified Government Resource Planning (UGRP) and Management System Project. This conference is regarded as a leading platform for showcasing advancements in artificial intelligence, cloud computing, big data analytics, and AI governance.

The delegation’s participation aimed to explore cutting-edge international applications and experiences in managing human and financial resources. By engaging with the latest in artificial intelligence solutions and cloud technologies, the team supports Qatar’s ambition to enhance digital transformation across government entities.

Strengthening Digital Infrastructure

This visit aligns with Qatar’s strategic partnership with Oracle, marking an important milestone in developing the nation’s digital infrastructure. The collaboration aims to leverage Oracle’s expertise in creating integrated smart systems that utilize AI, cloud computing, and big data analytics. This partnership is designed to improve institutional integration and boost the efficiency of government resource management.

Mashaal Ali Al Hammadi, Assistant Undersecretary for Digital Government Affairs at the Ministry of Communications and Information Technology and Chair of the Steering Committee, stated, “This visit reflects our commitment to building an integrated digital ecosystem through strategic partnerships with global technology leaders. It supports our efforts to enhance the efficiency of government resource management and improve the quality of public services.”

Al Hammadi emphasized that working with Oracle represents a significant step toward adopting AI and cloud technologies in managing resources. This collaboration aims to develop intelligent systems that improve decision-making and institutional performance, aligning with the objectives of the Digital Agenda 2030 and Qatar’s vision for a fully data-driven government.

Collaborative Opportunities and Knowledge Exchange

While at the conference, the committee members engaged in several bilateral meetings with Oracle executives and representatives from other leading technology firms. These discussions focused on reviewing successful international experiences with AI and cloud computing applications. Participants examined development opportunities, knowledge exchange, and aligning best practices with the needs of Qatar’s national project.

The insights gained during these meetings are expected to contribute to the expedited implementation of digital transformation initiatives, ultimately enhancing the efficiency of government operations.

The Steering Committee for the UGRP was established through a Cabinet decision and includes representatives from the Ministry of Communications and Information Technology, the Ministry of Finance, and the Civil Service and Government Development Bureau. This diverse representation underscores the commitment to a unified approach in advancing Qatar’s digital landscape.
