Qatar’s UGRP Committee Engages at Oracle AI Conference 2025

A delegation from Qatar’s Unified Government Resource Planning (UGRP) steering committee attended the Oracle Artificial Intelligence Conference 2025 in the United States. This event, recognized globally for showcasing advancements in artificial intelligence, cloud computing, and big data analytics, provided a platform for exploring innovative applications in government resource management.
Enhancing Digital Transformation in Qatar
The committee’s participation aimed to gather insights on international practices in human and financial resource management systems. By engaging with the latest artificial intelligence solutions and cloud technologies, the delegation supports Qatar’s efforts to enhance digital transformation and unify government systems.
This participation aligns with a strategic agreement between Qatar and Oracle, a global technology leader. It marks a significant milestone in developing the nation’s digital infrastructure, leveraging Oracle’s expertise to create integrated smart systems that utilize AI and big data analytics. The partnership is designed to promote institutional integration and improve government resource management efficiency.
Mashaal Ali Al Hammadi, Assistant Undersecretary for Digital Government Affairs at the Ministry of Communications and Information Technology and Chair of the UGRP Committee, emphasized the importance of this visit. She stated, “This visit reflects our commitment to building an integrated digital ecosystem through strategic partnerships with global technology leaders. It supports our efforts to enhance the efficiency of government resource management and improve the quality of public services.”
Strategic Collaborations and Future Goals
Al Hammadi highlighted that the collaboration with Oracle is a crucial step towards adopting AI and cloud technologies in managing human and financial resources. This initiative aims to develop intelligent systems that bolster decision-making and institutional performance, in line with the objectives of the Digital Agenda 2030 and Qatar’s vision for a data-driven government.
During the conference, committee members held several bilateral meetings with Oracle executives and representatives from other global technology firms. These discussions focused on reviewing leading international experiences in AI and cloud computing, identifying development opportunities, and sharing knowledge to align best practices with Qatar’s national project. The UGRP steering committee was established by a Cabinet decision and comprises representatives from the Ministry of Communications and Information Technology, the Ministry of Finance, and the Civil Service and Government Development Bureau. This diverse collaboration underscores Qatar’s commitment to advancing its digital landscape through strategic international partnerships.
