Mauger Appoints Henstock as Deputy Mayor, Sparking Debate
Phil Mauger, the newly elected mayor of Christchurch, has appointed Victoria Henstock as the city’s deputy mayor, following the tenure of Pauline Cotter, who held the position for three years. This decision has raised concerns among some council members regarding the potential shift in council dynamics, particularly regarding collaboration and representation.
Appointed on March 15, 2024, Henstock, an independent councillor with a legal background, is seen as a close ally of Mauger. Both share a focus on fiscal discipline and often align on key votes. Critics, including People’s Choice chair Paul McMahon, have expressed apprehension that Henstock’s appointment signals a move towards a less cooperative council environment. McMahon stated that Henstock’s role could diminish the collaborative spirit that Cotter was known for during her time in office.
In a response to inquiries from The Star, Mauger refrained from elaborating on the reasons behind his decision to replace Cotter or any political motivations involved. He emphasized the authority of his role as mayor in making such appointments. “As mayor, it’s my decision who I appoint, and I believe her approach and strong legal background will complement my style well,” he stated. Mauger also noted that changing deputy mayors is a “common practice” in local government, citing previous mayors such as Garry Moore, Sir Bob Parker, and Lianne Dalziel who also made similar changes during their terms.
Henstock, now entering her second term as a councillor, has assured the public of her commitment to working collaboratively with all council members. “While I will be a key partner in this work alongside the mayor, there are others around the table from across the political spectrum,” she commented. Despite her independent status, Henstock believes she can effectively engage with members of the People’s Choice party, indicating that political affiliation should not hinder collaborative efforts.
Mauger expressed “complete confidence” in Henstock’s ability to promote collaboration within the council. He acknowledged Cotter’s contributions, stating, “Pauline was widely regarded as an excellent deputy mayor, and was in her nature a bridge builder.” Cotter herself reflected on her tenure, mentioning that her differences with Mauger were not the primary reason for her initial appointment. “He did want me there due to my experience and helping him settle into the new role of being the mayor,” she said.
The appointment of Henstock has prompted questions about her capacity to foster collaboration in a potentially divided council. Henstock acknowledged that her role primarily involves supporting Mauger, who she described as having “a very heavy load.” She plans to work closely with him on decision agendas to ensure both are well-prepared for council discussions.
In her capacity as deputy mayor, Henstock will chair meetings in Mauger’s absence and represent him at public events when necessary. “He spoke very nicely about my supporting him last term,” she noted. “He’s chosen to put one of his team in there, and he has a right to do that, and that’s just the way it is.”
Mauger publicly thanked Cotter for her service during his inauguration speech, highlighting her “support, knowledge, and mana” as invaluable during her time in office. As Henstock steps into her new role, both she and Mauger face the challenge of navigating the political landscape of Christchurch, aiming for a balance between leadership and collaboration in the city council.
