Trump Withdraws National Guard from Three Cities Amid Legal Battles
US President Donald Trump has announced the withdrawal of National Guard troops from Chicago, Los Angeles, and Portland, following a series of legal setbacks concerning his military deployments in these cities. The decision marks a significant shift in his administration’s approach to managing crime and immigration issues in urban areas, particularly those governed by Democratic leaders.
Trump’s deployment of National Guard troops has been a cornerstone of his hardline policies since he returned to office in January 2023. He previously sent troops to various cities as part of efforts to combat what he termed illegal immigration and rising crime rates. However, local leaders criticized these actions as authoritarian overreach, resulting in several successful legal challenges against his administration. Notably, the US Supreme Court recently blocked the deployment in Chicago.
In a message posted on his Truth Social platform on New Year’s Eve, Trump stated, “We are removing the National Guard from Chicago, Los Angeles, and Portland, despite the fact that crime has been greatly reduced by having these great patriots in those cities.” He added that the federal government’s involvement had been crucial for maintaining order, claiming, “These cities would be GONE if it weren’t for the Federal Government stepping in.” Trump hinted at a potential return of the National Guard, asserting, “We will come back, perhaps in a much different and stronger form, when crime begins to soar again – only a question of time!”
Legal Challenges Impacting Deployments
Local leaders and legal authorities have voiced strong opposition to the National Guard’s presence in their cities. In Los Angeles, the National Guard was first deployed in June 2023, with 4,000 reservists sent to manage protests related to immigration raids. Local officials argued that the relatively minor protests could be handled by existing city, county, and state law enforcement without federal intervention.
On December 10, 2023, a federal judge ordered Trump’s administration to end the Los Angeles deployment and return control of the troops to California’s Democratic Governor Gavin Newsom. At the time of this ruling, the US military reported that only 100 National Guard troops remained active in the area. Following this legal decision, Newsom expressed his satisfaction, stating, “This admission by Trump and his occult cabinet members means this illegal intimidation tactic will finally come to an end.”
Broader Implications of Troop Withdrawals
The National Guard’s presence in cities has been a controversial aspect of Trump’s administration, which has also deployed troops to Washington, D.C. and Memphis, Tennessee. The administration previously indicated plans to send troops to San Francisco as well. However, as court rulings have increasingly favored local governance, the Trump administration has begun to pull back its military presence in these urban areas.
As of last week, approximately 300 National Guard troops remained in the Chicago area, though they were not actively engaged in operations. A judge’s ruling in November deemed the Portland deployment unlawful, placing further constraints on Trump’s military strategies.
The evolving situation regarding the National Guard deployments highlights the ongoing tensions between federal authority and local governance, particularly in cities led by Democratic administrations. As Trump navigates these legal challenges, his administration’s approach to crime and immigration remains under scrutiny, raising questions about the future of federal troop presence in urban centers across the United States.
