A farmer serving a 24-year prison sentence for serious offenses, including rape and arson, has expressed frustration with the Parole Board, claiming unfair treatment due to a lack of suitable accommodation options. Allan Titford, convicted in 2013 on 39 charges related to sex and violence, was denied parole during a recent hearing where he voiced strong criticisms of the system. “You are cutting me off and kicking me in the guts. Your system will not give me a fair go,” he asserted to board members.

During the hearing, Titford maintained that he had identified several accommodation options, despite being informed that none were officially approved. “We are just going around in circles,” he said, emphasizing his frustration at the repeated denials. This latest parole hearing marked his eighth attempt to secure release, yet he was reminded that he remains incarcerated until 2037.

History of Crimes and Legal Challenges

Titford’s extensive criminal history includes sexual offenses against his former wife, Susan Cochrane, who waived her right to name suppression to publicly share her experiences. During his sentencing, Cochrane described living with Titford as a nightmare, stating he kept her “as a slave” for over two decades. Titford has consistently denied the accusations, challenging his conviction in various courts, including the Supreme Court, which rejected his claims of a miscarriage of justice in 2019.

The charges against him not only encompass sexual violence but also arson, with a notable incident occurring in 1992 when he was found guilty of burning down a property he owned. Titford controversially attempted to blame members of the local Māori community for this act. This pattern of behavior has raised significant concerns about his rehabilitation prospects.

Parole Board Hearing Highlights

At the recent hearing, Titford expressed his belief that the system has not adequately prepared him for potential parole, asking if he needed to escalate the matter to the High Court. Panel convenor Martha Coleman directed him to focus on the criteria for release. Despite his claims of having presented 16 potential addresses for accommodation, the board insisted that there was still considerable work required before he could be considered for release.

A long-term supporter of Titford spoke on his behalf, stating that the repeated lack of a suitable address was frustrating for both Titford and his advocates. The supporter described him as “steady and calm,” despite the ongoing challenges. Coleman reiterated that while Titford could theoretically be paroled to Australia, strict conditions would prevent such a release unless there was sufficient assurance regarding his compliance.

Coleman highlighted the need for Titford to engage in reintegration activities, as he had not been approved for a guided release, which is designed to help eligible prisoners gradually transition back into society. “There is no oversight. At the moment it is the Parole Act that is standing in your way,” she explained, underlining the complexity of his situation.

Titford claimed to be actively involved in prison life, stating he was responsible for a recycling program within the facility. Nevertheless, the board’s assessment indicated that his compliance in prison did not sufficiently address the issues surrounding his potential release.

The next opportunity for Titford to present his case to the Parole Board is scheduled for April 2026. The outcome of that hearing will be closely monitored, given the serious nature of his convictions and the ongoing discussions surrounding his rehabilitation and future.
