Health Minister Faces Criticism Over Delayed Information Releases
Health Minister Simeon Brown is under scrutiny for delays in the release of official health information, with critics pointing to government budget cuts as a significant factor. Official documents related to a request made in March 2025 were not fully released until November 2025, prompting intervention from the Ombudsman.
The Ombudsman’s office highlighted that the delays were partially due to an increased volume of requests regarding the government’s health reforms, which placed additional resourcing pressures on officials. “The Minister’s office has advised that the Minister directed officials to prioritise improvements to the proactive release programme so that future publications are timely, accurate and better supported,” the office stated.
Critics argue that the responsibility for these delays ultimately lies with the Minister. A representative from a union emphasized that the situation reflects poorly on the government’s commitment to transparency. “It shouldn’t take the Ombudsman stepping in for Health NZ to provide information to the public,” they noted, highlighting the impact of budget cuts on the agency’s capacity to respond to such requests. The union representative added that Health NZ has lost over 2,000 roles through early exits, voluntary redundancies, or unfilled vacancies, resulting in a loss of critical expertise necessary for processing information requests.
Labour deputy leader Carmel Sepuloni also criticized the government’s handling of the situation, stating, “We’re concerned this is not the exception, this is not a one-off.” She pointed out that the pressures on health officials have been exacerbated by budget cuts, stating that many of those cuts were aimed at back-office operations—where many officials responsible for responding to Official Information Act (OIA) requests are employed.
New Zealand has long been recognized for its commitment to transparency, and timely responses to information requests are a vital component of that reputation. Sepuloni claimed that the current government is undermining the Official Information Act, which plays a crucial role in ensuring public participation in governance and holding officials accountable.
In response to the criticism, Minister Brown stated that Health NZ had assured him it was adequately resourced to meet its OIA obligations. “Health NZ has been working to improve processes around the proactive release of information as well as regularly updating publicly available data,” he remarked. The Minister indicated that discussions between Health NZ and the Ombudsman’s office were ongoing to ensure compliance with obligations under the Act.
The delays in releasing the requested documents have raised concerns among the public about the government’s transparency regarding health initiatives. The original request to Health NZ regarding a newly announced 24/7 telehealth service was made in March 2025 and was initially rejected. Health NZ claimed it did not hold relevant procurement or planning information that would not impact commercial negotiations. This assertion came despite the agency not following a competitive process for service provision, instead inviting specific providers to join its subsidy-based online portal.
In a subsequent request made in early July, after the launch of the telehealth service, further details were promised but were released in stages. A follow-up inquiry in September regarding the remaining documents was treated as a new OIA request, demonstrating the complexities and challenges faced by the agency in meeting its obligations.
As the situation develops, the ongoing debate around budget cuts, the efficiency of health services, and the importance of transparency in governance continues to resonate within New Zealand’s public discourse. The implications of these delays are significant for both the public’s trust in health services and the government’s accountability to its citizens.
