New Zealand’s Foreign Minister, Winston Peters, has expressed the government’s concern following a recent military action by the United States in Venezuela. On Saturday, March 2, 2024, US forces launched an attack on the Venezuelan capital, Caracas, resulting in the capture of President Nicolas Maduro and his wife. The US cited alleged drug offenses as the justification for the operation.

In a statement posted on X (formerly Twitter), Peters emphasized that New Zealand is closely monitoring the situation. He stated, “New Zealand is concerned by and actively monitoring developments in Venezuela and expects all parties to act in accordance with international law.” He also affirmed New Zealand’s support for the Venezuelan people’s aspirations for a fair, democratic, and prosperous future.

Peters advised New Zealand citizens against traveling to Venezuela, encouraging those in need of urgent consular assistance to contact the country’s 24/7 consular emergency line.

The US military action follows months of accusations from the Trump administration regarding Venezuela’s alleged involvement in drug trafficking into the United States. President Donald Trump articulated a clear intention to access Venezuela’s vast natural resources, saying, “We’re going to have our very large United States oil companies, the biggest anywhere in the world, go in, spend billions of dollars, fix the badly broken infrastructure. We’ll be selling large amounts of oil.”

International Response and Legal Concerns

The United Nations is scheduled to hold an emergency meeting on March 4, 2024, to address the implications of the US action, which has drawn both praise and condemnation from leaders around the globe.

International law expert, Professor Alexander Gillespie from the University of Waikato, commented on the legal ramifications of the US intervention. He questioned whether Peters considered the US action lawful and whether Maduro holds any diplomatic immunity. Gillespie stated, “In theory, it appeared the US military action was unlawful. You can only attack another country in times of self-defense, and that situation must be urgent, proportionate in action, and have no alternative to the use of force.”

While he acknowledged Trump’s concerns regarding illegal drugs and transnational criminal groups, Gillespie criticized the justification for military action as “fanciful,” suggesting that the assertion of self-defense stretches legal doctrine beyond its understood limits. He explained that it is unlikely Trump would face legal repercussions, as the United States holds veto power on the UN Security Council, diminishing the prospect of any action against it in the International Court of Justice.

Gillespie also warned of broader implications, stating that the US’s arrest of another nation’s president could set a dangerous precedent. He noted that countries like Russia, China, and Iran might feel empowered to intervene unilaterally in regions where they have interests without UN authorization, potentially destabilizing international relations further.

As the global community reflects on these developments, the situation in Venezuela remains tense, with many watching closely to see how this military intervention will unfold and its impact on international law and order.
