Residents Face $2,000–$7,000 Costs for Asphalt Streets in Tauranga

Over 400 households in Pāpāmoa, New Zealand, are being asked to contribute between $2,000 and $7,000 each if they wish to maintain asphalt surfaces on their streets. The affected streets include Montego Drive, Santa Barbara Drive, Santa Monica Drive, Sovereign Drive, The Gardens Drive, and Checketts Place, along with Denny Hulme Drive in Mount Maunganui. The Tauranga City Council (TCC) has scheduled roadworks for January 2025, which will see the current asphalt surfaces replaced with cheaper chipseal under its “fit-for-purpose” policy.

This policy has been in place for 14 years and aims to reduce costs for low-volume streets. Following community criticism regarding the planned resurfacing, the council has offered affected residents the option to self-fund the difference in cost to retain the asphalt. Letters have been dispatched to 435 property owners, providing details about this funding option as part of the 2025/26 resealing programme.

Residents have expressed concerns about the implications of switching to chipseal, which is often viewed as a less durable and aesthetically pleasing surface compared to asphalt. The council’s decision to allow self-funding indicates a responsiveness to community feedback, although it places the financial burden on homeowners.

The TCC’s approach to managing road maintenance continues to attract scrutiny. Critics argue that the council should prioritize long-term investment in road quality over short-term savings. With the resurfacing works set to begin in just a few months, residents are now faced with a tight timeline to decide whether to invest in maintaining their streets.
